I experienced the same issue today. Not that I do this all the time, but I do import from spreadsheets and create Notes documents for each row. Pre-Office 2007 and Notes 8.5 this was easy - Save as a .WK3 file in Excel (.wk4 seemed to have some issue) and import Lotus 123 into Notes. Nothing could have been faster/slicker than that. If I needed to import response documents, I'd use something like ZMERGE.
So today I had to pull out an old laptop with Notes 7, install an old version of Office 2003, and do my Save As WK3 from Excel and import into Notes 7.
Thanks for posting these .ini settings - it will at least solve the Notes side of the issue.
I'd recommend that since Excel seems to be very happy with a .CSV file exported from Notes (provided that you use .CSV for the file extension), that Lotus adds an import for CSV (from Excel)
The Tab Delimited import for Notes 8.5 I've never got to work coming from Excel (ever) - even in previous releases of Excel & Notes.
